An executive summary of the proposal put forward by CPN (Maoist) for the dialogue "Having been ruling for the last over 200 years constantly, it is obvious that the old state is now in a serious crisis due to its internal and external regressive class relations. As a result of this, the inherent class, ethnicities/nationalities, regional and gender contradictions are looking for a forward looking solution and it is clear that it is now essential to have a forward – looking re-constitution (re-structuring) of the state. Although the democratic movements of 1960 and 1990 tried to solve this crisis partially, those efforts were not adequate to solve the fundamental problems pertaining to nationality, democracy and people’s daily life and this has been proved by the incidents/ evidences of the last 52 years in particular. Therefore all oppressed classes, nationalities, regions, gender and people of different strata under the leadership of CPN (Maoist) raised flags of armed rebellion in February 1996 for a total political, economic, social and cultural change and formation of a forward-looking state to institutionalize the change. In a context where there is a new strategic equilibrium between the old state (which is in crisis due to seven years of civil war) the distinct geo-political position of the country is also taken into account. Based on this, having realized that it is appropriate to look for a peaceful forward-looking political solution immediately, it is known to all that both the parties reached into an agreement for a ceasefire in January 2003 and to enter the process of dialogue. In this context, on behalf of the official dialogue team of the CPN (Maoist), the following brief working list is proposed for a forward-looking political solution through dialogue. This proposal can be elaborated further and revised at the dialogue table."
Remove the CPN(Maoist)/United people's Front from the US "Terrorist" List "On April 30, 2003, the US put the CPN(Maoist)/United People’s .Front on its list of so-called 'Terrorist' organizations.
This happened just at a time when in Nepal, peace talk between the govt. and the CPN(M) would start. This US decision is meant to pre-empt any peaceful solution to the conflict in Nepal.
Two weeks earlier, the US and the Nepalese government had concluded an agreement opens the agreement on cooperation against terrorism, for a five years period. This agreement opens the door for a more active military intervention of the US in Nepal.
We, the undersigned, condemn the fact that the US has placed the Communist Party of Nepal( Maoist)/United People's Front on its list of so-called 'terrorist' organizations. We conform that the struggle against terrorism is but a pretext for the struggle against revolutionary movements for national independence and democracy.
We also condemn the US interference in the internal affairs of Nepal, and we demand the withdrawal of all 48 US military advisors from Nepal.
We demand from European Union not to follow the US and not to add the Communist Party of Nepal(Maoist) to the European list of 'Terrorist' groups and entities.
We support the peace process in Nepal and the demands that the Communist Party of Nepal(Maoist) is putting forward for a peaceful solution to the conflict: a round Table conference, an interim government and elections for a constituent Assembly."

To be able to survive, he is compelled to borrow money from friends because he prefers that donations go to his legal defense fund."

RCP (OC), Canada: Protracted people’s war is the only way to make revolution "Within the imperialist countries, several questions beckon the revolutionary movement. How will a revolutionary war be fought? How can the revolutionary politics of a Communist Party be carried out? What lessons are to be drawn from the International Communist Movement of the past? What can we learn from it to define our style of fighting? On what theoretical and practical foundations must we rest the revolutionary struggle of a party that is vying for state power? The problem at hand is how to shape and organize a revolutionary force in a historical period that is objectively revolutionary?
Our organization—the RCP(OC)—deems that the transformation of the rotting capitalist system is only possible through implacable revolutionary struggle. Our war is different than those led by the bourgeoisie. It takes root in the only truly revolutionary class, i.e. the proletariat, and sets its goal on the takeover of state power. The communist movement, which embodies the most advanced political expression of the proletariat, has always asserted that the takeover of state power and the preservation of this power are essential conditions to the transition of society towards communism. Surely enough, some will claim that we are a long shot from our goal. However we must recognize that the broad masses are starting to rise, though not always to the extent we would wish, and that more and more workers are relinquishing the old political alternatives that are simply used to trick them and maintain them in their misery."
